The necessity and requirements of building a flexible international engineering project procurement organizations are analyzed,reducing the cost to improve international competition of enterprises according to different conditions are put forward,furthermore,building a flexible enterprise-level purchasing center and regional flexible procurement center are discussed and analyzed in the paper.
